As the State Department marks its 228th birthday this month,the U.S. diplomatic agency finds itself at a turning point. It faces the threat of deep budget cuts as numerous high-profile positions remain unfilled six months into a new administration. VOA Diplomatic Correspondent Cindy Saine reports from the State Department, the first government agency created under the new U.S. constitution in July 1789.
